Under this contract Amentum will work with the African Union’s Pan African Veterinary Vaccine Center in Bishoftu, Ethiopia to enhance biosafety and biosecurity of the facility. Amentum’s work will include construction and engineering of a new laboratory and training facility; equipment procurement, delivery, and installation; operations and maintenance support, and biosafety. Amentum will also deliver biosecurity training to ensure the center is sufficiently equipped to protect biological assets and implement a bio risk management program.
The award has a three-year base period of performance with several options which can extend the period of performance to five years. Work will be performed within and outside the continental United States with specific focus on BTRP partners in Ethiopia and the African Union.

On one task order, Amentum will deliver a complex training program to improve the capabilities of the Beninese Armed Forces in safeguarding national security through mobilization training, non-commissioned officer development, company-grade officer leadership management, train-the-trainer programs, and basic military training and field-base exercises.
Amentum will also complete a design and build project for permanent and sustainable bases for the Somalia National Army Danab in six priority locations. Amentum experts will utilize extensive knowledge of ground and environmental conditions through the design process to mitigate construction and build risks.

This award expands Amentum’s international BTRP work. Under this contract, Amentum will deliver the expertise needed to facilitate DTRA’s mission to secure and consolidate pathogens; enhance biosafety and biosecurity standards; and sustain and maintain countries’ abilities to detect, diagnose, surveil, and report emerging and re-emerging diseases of international security concern.
The award has a two-year base period of performance with several options which can extend the period of performance to five years total. Work will be performed within and outside the continental United States with specific focus on BTRP partners in Kenya, Gabon, Guinea and Cameroon. BTRP’s previous engagements with these nations have supported safe laboratory operations, pathogen security and pandemic preparedness and response.

]]>“This win builds on Amentum’s history of performing challenging work in some of Africa’s most remote and difficult places for our Department of State and USAID customers,” said Dr. Karl Spinnenweber, President of the Critical Missions Business Group. “Our well-established Africa construction crews and Africa procurement and supply chain systems make us the best partner to design and upgrade the electrical systems for USAIDin Juba, South Sudan.”
Under the contract, Amentum will perform electrical and fuel systems upgrades. Amentum will first perform an analysis of the current systems and then design upgraded electrical and fuel systems to accommodate both current needs and anticipated future requirements for these facilities. After design approval, Amentum will then construct and install the upgraded electrical and fuel systems for these compounds.
Amentum has four business partners on this contract, Page Southerland Page, a multidisciplinary design, architecture, and engineering firm, S2 International, a construction management firm, Fluid Systems, an experienced fuel system company, and Emaha General Construction & Trading Company, an equipment leasing company.
The contract was awarded on April 15, 2022, and work began on December 6, 2022.

]]>“With this win, we build on our important disaster response and humanitarian solutions while expanding our geographic presence as a leader in the international development solution support industry,” said Dr. Karl Spinnenweber, President of the Critical Missions Business Group. “Our experts are primed to deliver on-the-ground emergency response coordination to our USAID partner, along with expedited decentralized procurement of emergency response commodities and training to Latin American and Caribbean region emergency response personnel to build local-level sustainability.”
Under the contract, Amentum will provide comprehensive solutions to build disaster management and disaster risk reduction capacity across the Latin America and Caribbean region. These efforts include providing a robust training and capacity building program to local stakeholders and staff, integration of continual learning through intensive after-action review assessments, leadership development and succession planning with a mentorship program, and decentralization of operations to deliver a rapid emergency response. Amentum’s fresh approach to program management incorporates management tools, adaptive processes, and streamlined procurement systems that centralize approval in the San José Program Management Office.
As a partner with USAID, Amentum has three objectives to improve the overall resilience and effectiveness of disaster response in the region. Amentum’s first objective is to lead and coordinate humanitarian assistance responses to complex emergencies and natural disasters across the region. To analyze emergency impacts, scale, and immediate humanitarian needs, Amentum experts will collect and assess data while maintaining capacity to deploy operationally ready surge staff. The second objective for the program is to build capacity of national emergency management systems to mitigate, prepare, and respond to disasters by analyzing capacities and applying country-level strategic planning and technically innovative training. And, the third objective is to deliver an advanced disaster assistance program with tailored approaches, such as a strengthened surge roster to meet increasing complex disaster response needs across LAC countries, more qualified technical experts to support activities including food security, and a Mentorship Collective – a cadre of specifically-sourced experts to boost program staff training and expertise.
The five-year contract, awarded on September 30, 2022, is a task order on the One Acquisition Solution for Integrated Services Indefinite Delivery Indefinite Quantity contract.

]]>GERMANTOWN, Md.; November 8, 2022 – Amentum’s Liberty Village team recently received the International Stability Operations Association’s Vanguard Global Achievement Award in recognition of overall outstanding achievement in stability, contingency, emergency response, disaster recovery, as well as the Amentum Athlon Award in recognition of the remarkable success delivered by the team.
In August of 2021, Amentum was awarded the task order, under the Air Force Contract Augmentation Program (AFCAP) V contract vehicle, to build and sustain a village to house immigrants from Afghanistan. The urgent and compelling task order included a rapid build-up phase and a six-month sustainment period to create a community, dubbed Liberty Village, located at Joint Base McGuire-Dix-Lakehurst (JB MDL), N.J.
“Amentum was pleased to provide critical solutions for the Department of Homeland Security, USAID, Department of State, National Guard, New Jersey First Responders, Defense Logistics Agency, Air Force, Army NORTHCOM, Red Cross and non-profit organizations in their urgent needs to house and care for allies arriving from Afghanistan,” said Dr. Karl Spinnenweber, President of Amentum’s Critical Missions Group. “Our significant experience with rapid infrastructure implementation combined with humanitarian, transportation, housing, supply chain solutions, linguistics, residential support services, and expeditionary medical services ensured the government had a full range of scalable operations, life support and logistics capabilities to meet the immediate need.”
Major General Mark Camerer, U.S. Air Force Expeditionary Center Commander said, “You are building the airplane while flying it,” referring to Amentum’s skill in meeting the rapidly evolving requirements.
The 22.5-acre village received, housed, and transitioned more than 16,000 Afghan allies over its six-month lifespan, necessitating Amentum’s rapid land preparation and construction of 22 500-man tents and construction and management of four dining facilities.
“Through the Liberty Village project at JB MDL, we assisted the Operation Allies Welcome project in direct support of relocated Afghan immigrants, totaling more than 16,000 Afghans who successfully made it to the U.S. with more than 4.7 million meals served, 38 thousand bags of laundry processed, 9,300 MMR vaccines administered, and rapid procurement and distribution of basic supplies like toothbrushes, clothing, baby formula, and diapers provided,” said Rob Tillery, SVP Operations.
Ken Fox, SVP Operations who accepted the ISOA Vanguard award on behalf of Amentum, stated in his speech, “Considering Amentum’s proud legacies and hundreds of programs spanning dozens of agencies made crafting our award submission quite the project. Ultimately, we focused on the remarkable work we do throughout the world supporting so many embassies in challenging environments, what we do to provide safe and secure transportation to our nation’s leaders through the Executive Airlift program, the critical COVID alternative health care facility in Paramus, New Jersey constructed in a matter of days at the height of the pandemic, and finally about the special care that so many of our exceptional employees demonstrated toward our Afghan allies, partners and teammates, not only with the evacuations from Afghanistan, but then welcoming our friends to their new lives in the United States with grace, and dignity and appreciation for their struggle – work that remains ongoing to this day.”
“Our first-class team of professionals delivered outstanding performance from concept to clear-out in one short year,” said AFCAP lead and VP Operations Richard Hayes. “A big thank you to the team for their exceptional work and care for our Afghan allies throughout the management of this life-changing project.”
